Organizational Background

Organizational for Development Innovation & Research (ODIR) was established in 2020 and formally registered with Afghanistan’s Ministry of Economy in 2022. ODIR is a non-profit, non-governmental organization founded with the aim to meaningfully and substantially contribute to Human Development in Afghanistan, with a particular focus on marginalized groups, through rigorous research, advocacy, and innovative developmental solutions in partnership with the local communities and other national and international actors.

Also, considering the deepening humanitarian crises in the country and its subsequent socio-economic ramifications, we aim at contributing to addressing these crises through the delivery of emergency relief services in such a way that also contributes to fostering national solidarity and social cohesion.

We strongly believe in an active role for civil society in the area of policy-making in Afghanistan’s context. Therefore, a common feature of ODIR’s interventions is its focus on generating evidence, knowledge, and ideas, which can contribute to policy-making and expanding policy choices for addressing the critical humanitarian, developmental, and peacebuilding challenges facing Afghanistan.

As a responsible Afghan-led NGO, we aim to serve as a catalyst for critical national agendas and assist in bringing citizens’ voices to debates and discussions for ensuring the strategic direction of the humanitarian and development interventions carried out in the country. For this purpose, we work collaboratively with the government authorities, the Afghan civil society, Academia, the Afghan private sector as well as the international donor community for fostering a culture of mutual cooperation and accountability in the country.

About the position

The Senior Programme Officer is an important position within ODIR. The incumbent will lead the program design, development, planning, implementation, monitoring & evaluation, and reporting functions of the Agriculture & Livelihood Development Department of the organization. The incumbent will also serve as the lead person for the design, implementation, and overall oversight of the projects developed by and/or implemented on behalf of donors.

The incumbent will also contribute to business development, communication, and partnerships building functions of the organization. The incumbent will help develop business development, program management, communication, and strategic management frameworks, strategies, and systems aimed at organizational growth, productivity, effectiveness, and sustainability.

Specific job description

Programme Management

  • Conduct rigorous research and develop high-quality and context-specific concept notes and proposals for interventions in the areas of focus of ODIR;
  • Develop innovative Programmes and Projects that duly reflect the priorities and needs of the Afghan communities on the themes of horticulture, food security, livelihoods creation, resilience building, rural development, and overall agriculture development;
  • Develop robust management systems, policies, strategies, and frameworks for the effective management, oversight, and reporting of ODIR’s interventions;
  • Assist with the development of robust systems for monitoring, evaluation, accountability, and learning (MEAL), Risk Management as well as Knowledge Management for the organization;
  • Contribute to the strategic planning processes of the organization aimed at effective programs and projects management in the areas of agriculture;
  • Contribute to the capacity enhancement of the program staff in the areas of research, program development, planning, implementation, oversight, and reporting

Business Development & Communication

  • Establish and maintain healthy relationships with the relevant donor organizations, partners, the concerned government bodies, clusters, networks, and target communities;
  • Assist with developing resources mobilization and partnerships building strategies and frameworks;
  • Assist with developing high-quality content for ODIR’s website (s), organizational profile, and social media pages in English and local languages;
  • Assist with the development, planning, and implementation of strategic communication, outreach, and advocacy strategies;
  • Assist with developing internal reporting and communication frameworks and policies;
  • Continuously look for and Identify potential donors and funding opportunities;
  • Lead the proposals, concept notes, and expression of interest drafting processes in response to donors’ calls;

In addition to the above, the incumbent will also help with organizational development, team building, and ensuring a dynamic organizational culture necessary for continued organizational growth, and product sustainability.

Required Educational Background and Work Experience for the post

The incumbent MUST have a Master’s Degree in Agriculture (preferably horticulture) from a credible institution, with at least five to seven years of progressive experience with international organizations in the relevant field. Candidates with a Bachelor’s degree in the relevant field with eight to ten years of experience will also be considered for short-listing.

Required Competencies, Skills, and Traits for the Post

  • Strong verbal and written communication skills in English, Pashto, and Dari
  • Profound understanding of the existing context, operating environment, donor priorities and community needs
  • In-depth understanding of program management and project management cycles
  • Strong abilities and experience with developing relevant projects and programs in the areas of agriculture, horticulture, food security, and other related areas
  • Strong leadership and team-building skills
  • Must be able to work under pressure and within tight deadlines
  • Must be highly motivated and be able to take initiative with minimum supervision by the senior leadership
